Report: Two White House budget officials resigned over Trump’s Ukraine aid freeze

According to newly released testimony from House Democrats’ ongoing impeachment inquiry into President Donald Trump, two White House Office of Management and Budget (OMB) officials chose to resign at least in part due to Trump’s alleged decision to temporarily withhold military aid to Ukraine, The Hill reported Tuesday.

The news comes by way of transcripts of Mark Sandy’s private testimony before the House Intelligence Committee, which were released Tuesday. Sandy is an OMB staffer who testified about the resignation of two colleagues, one of whom was reportedly in the office’s legal division.

“Someone else’s motivations”
According to Sandy, one of the individuals “expressed some frustrations about not understanding the reason for the hold” on aid to Ukraine. However, Sandy stressed that he was “reluctant to speak to someone else’s motivations.”

Regarding the legal division employee’s departure, Sandy was asked whether it was “at least in part because of their concerns on frustrations about the hold on Ukraine security assistance.”

“Yes,” Sandy replied, “in terms of that process, in part.”

Still, The Hill reportedly received an email from an unnamed senior administration official who “categorized the assertion that the two officials resigned in part over the aid freeze as false.”

For their part, House Intelligence Committee Chairman Adam Schiff, Reform Committee Chairwoman Carolyn Maloney, and Foreign Affairs Committee Chairman Eliot Engel issued a joint statement Tuesday trumpeting the testimony from Sandy and U.S. Ambassador Philip Reeker.

“The testimonies from Ambassador Reeker and Mr. Sandy continue to paint a portrait of hand-picked political appointees corrupting the official levers of U.S. government power, including by withholding taxpayer-funded military assistance to Ukraine, to further the President’s own personal political agenda,” the statement read in part.

“No one on this planet”
Defenders of the president have denied that Trump acted improperly, with some pointing to public testimony by U.S. Ambassador to the European Union (EU) Gordon Sondland as proof. While appearing before the House Intelligence panel, Sondland recalled Trump telling him he wanted “nothing” from Ukraine, emphasizing, “I don’t want a quid pro quo.”

Sondland also had to concede that it was only his presumption that the president was allowing making aid to Ukraine available in return for an investigation into possible corruption by former Vice President Joe Biden and his son, Hunter, according to the Daily Mail.

“No one on this planet told you that this aid was tied to investigations. Yes or no?” Republican Rep. Mike Turner (OH) asked Sondland, according to The Philadelphia Inquirer.

“Yes,” the ambassador admitted. And yet, the Dems still aren’t giving up.

A central aspect of the House Democrats’ impeachment inquiry against President Donald Trump is the contention that his decision to delay the release of military aid to Ukraine was an inappropriate “quid pro quo” designed to compel Ukrainian investigations that might prove beneficial to his personal domestic interests.

However, testimony from a senior State Department official specializing in Ukraine revealed that military aid to Ukraine had in fact been withheld previously by the White House — long before the requested investigations came into play — and for very valid reasons, according to Breitbart.
Aid to Ukraine withheld in 2017
State Department official Catherine Croft testified on Oct. 30 and shared the fact that military aid — specifically the promised provision of Javelin anti-tank missiles — had been placed on hold for about “a week or two” in late 2017 at the direction of Office of Management and Budget Director Mick Mulvaney.

According to page 26 of the transcript of her testimony, Croft stated that the reason for the hold-up was a concern from the White House that Russia would react negatively to the provision of lethal aid to Ukraine — which was exactly the same reason the Obama administration had never provided similar aid to Ukraine over the course of the preceding years.

Following some additional discussion between other officials and Mulvaney, the hold was eventually lifted and the Javelins were finally delivered a few months later in March or April of 2018. But Croft also revealed in her testimony that Mulvaney’s OMB hadn’t just taken an interest in aid to Ukraine, but was, in fact, looking closely at all aid provided to foreign nations.

Corruption concerns
As to the temporary hold on aid to Ukraine in 2017, Croft noted (according to transcript page 31) that President Trump’s reasoning for the hold was “pretty well-known” and stated that Trump was “skeptical of providing weapons to Ukraine.”

Asked to elaborate, she said, “When this was discussed, including in front of the Ukrainian delegation, in front of (former) President (Petro) Poroshenko, he described his concerns being that Ukraine was corrupt, that it was capable of being a very rich country, and that the United States shouldn’t pay for it, but instead, we should be providing aid through loans.”

Croft further stated of the president’s conerns, “That Ukraine was corrupt, and that Europe should be stepping up to do more to provide security assistance to Ukraine.” Just a moment later she revealed that U.S. security assistance to Ukraine surpassed all of the economic and security assistance provided to that nation by the entirety of the European Union nations.

Lindsey Graham dropped a devastating bombshell on Adam Schiff: if Democrats vote to impeach President Trump, the Senate trial will feature Adam Schiff testifying — under oath.
On Wednesday, Senator Graham told Fox News host Sean Hannity that he would indeed subpoena Schiff.

“One of the witnesses will be Adam Schiff because if he, in fact, did meet with the whistleblower, and coached the guy up, I think that’s relevant to the impeachment inquiry itself,” said Graham.

Schiff said yesterday that he does not know who the whistleblower is — which is hard to believe since his staff has been coordinating with him.

It would be interesting if, under oath, Schiff would say the same thing. Facing possible perjury charges, he might be forced to tell the truth.

Sen. Lindsey Graham (R-SC) told Fox News’ Sean Hannity on Wednesday evening that he will call Rep. Adam Schiff (D-CA) to testify in the Senate if the House impeaches President Donald Trump.
Graham added that he would not allow a trial of President Donald Trump in the Senate based on hearsay evidence alone, and without testimony from the “whistleblower.”

Graham was speaking after the close of the first day of public hearings in the House Intelligence Committee as part of the “impeachment inquiry” authorized by Democrats in a House resolution that passed on party lines October 31.


After the first two witnesses testified, Democrats on the committee voted along party lines to table a motion made by Republicans to call the “whistleblower” — who admitted having no first-hand knowledge — to testify in person.

Republicans — notably Rep. Mike Turner (R-OH) — pointed out that neither of the two witnesses would qualify to testify in court, since they only had “hearsay” evidence, i.e. they did not see or hear anything relevant themselves.

The Sixth Amendment, which guarantees the right to confront one’s accuser, excludes hearsay evidence in most circumstances — especially when the direct evidence, in this case the transcript of the telephone call between the president and President Volodymyr Zelensky of Ukraine.

Graham, as chair of the Senate Judiciary Committee, and a former impeachment manager during the trial of former President Bill Clinton, would have considerable sway over the procedural rules the Senate would adopt for Trump’s trial if the House impeaches the president.

He declared that he would bar any case against the president based on hearsay alone, suggesting the prospects of a motion to dismiss. “Any resolution setting up a trial in the Senate — I’m going to make sure that hearsay cannot be the basis of an impeachment investigation,” he said.

“If you excluded hearsay, like every other court in the land, there’s nothing there,” he added. “If you invoked the hearsay rule, what would be left?” He described impeachment based on hearsay as “a threat to the presidency itself.”

Graham added that he would require that the “whistleblower” testify.

“Any trial in the Senate must expose the whistleblower so the president can confront his accuser. I will not accept a trial in the Senate until I know who the whistleblower is,” he said.

Graham also said that Congress needed to satisfy questions about the whistleblower’s potential motivations — and whether he had a role in former Vice President Joe Biden’s conflict of interest regarding his son Hunter’s board position in a corrupt Ukrainian company, Burisma. Biden threatened to block $1 billion of U.S. aid unless Ukraine fired a prosecutor who was, theoretically at least, overseeing an investigation of the company’s corruption.

Some media reports have suggested that the whistleblower worked for Biden under the Obama administration.

“Was the whistleblower connected to Joe Biden in any way? … Here’s the point: did the whistleblower engage in an effort to get the Ukrainian president [at the time, Petro] Poroshenko, to weigh in and stop the investigation of this gas company [Burisma]? Was there a connection between the whistleblower and Biden’s effort to call the Ukraine?

Graham also vowed that House Intelligence Committee chair Rep. Adam Schiff (D-CA) would be called to testify. Ordinarily, he said, he would not call a member of the House to testify, as a matter of mere oversight, but an impeachment trial was a special case.

“One of the witnesses will be Adam Schiff because if he, in fact, did meet with the whistleblower, and coached the guy up, I think that’s relevant to the impeachment inquiry itself,” Graham said.

Schiff denied having met the whistleblower, and denied knowing the whistleblower’s identity, in the hearing on Wednesday — but he was not under oath.

Multiple top Republicans in the House of Representatives wrote an open letter to House Intelligence Chairman - and blisteringly anti-Trump Democrat - Adam Schiff.

A career State Department official who was deputy assistant secretary of state in the Obama administration testified on Tuesday in the House that he raised Hunter Biden’s ties to Burisma Holdings as a potential conflict of interest for Joe Biden in early 2015 and was shut down, the Washington Post reported.
 
George Kent told the Judiciary Committee that Biden’s staff told him Joe Biden was dealing with his other son Beau’s cancer and didn’t have the “bandwidth” to handle Hunter and the Burisma situation at the time.
 
The Post also spoke to a former Biden national security aide who said that Beau Biden’s cancer had a “minimal impact on his work” during that time in an apparent contradiction.
 
Hunter Biden admitted recently in an interview that his decision to take the Burisma job might have been “a mistake,” although he claims he didn’t do anything wrong at Burisma. The younger Biden also admitted that he probably wouldn’t have gotten any of the high paying jobs he has had if he wasn’t the vice president’s son.
 
 
The possibility that Joe Biden had a Ukrainian prosecutor fired to stop him from looking into Hunter Biden and Burisma was mentioned during a phone call between President Donald Trump and Ukraine’s president in July, and has led Democrats to pursue impeachment of Trump after accusing him of pressuring Ukraine to investigate Biden, a potential political rival.

Schiff has called Trump’s phone call with Zelensky a “classic organized crime shakedown,” accusing Trump of withholding aid from Ukraine unless Joe Biden’s forcing the firing of a Ukrainian prosecutor that was investigating his son’s energy company was investigating.

But a transcript of the phone call released by Trump last week did not mention withholding aid, and Ukraine has said that there was no pressure from Trump and that Zelensky did not know about the aid being withheld at the time of the phone call.

Was Schiff “parody” illegal?
During a televised opening statement before the House Intelligence Committee on Sept. 26, Schiff “quoted” from Trump’s phone call — but it wasn’t real. Instead, he made up the dialogue between Trump and Zelensky, exaggerating and making up things that were never said in the actual conversation.

“I have a favor I want from you,” Schiff read. “And I’m going to say this only seven times, so you better listen good. I want you to make up dirt on my political opponent, understand? Lots of it, on this and on that.”

When a number of Republicans called Schiff out for the inappropriate and misleading exaggeration, rightly worried that viewers would think the “quotes” were real, he claimed it was a “parody.”


What Schiff did could probably be called defamation, although it is difficult to win a defamation case against a widely known public figure like Trump. Whether or not the statement was actually illegal, however, it was morally repugnant and offensive.

Others in the House have called for Schiff to resign his chairmanship and even resign from Congress altogether because of his false remarks and attempt to smear the president with untrue statements. No politician should be lying about the President of the United States.

Does Schiff have any credibility left?
Besides his blatant smear attempt against Trump, Schiff also admitted Wednesday that he had knowledge of the whistleblower report before it was filed — something he had denied in earlier interviews. Reports now indicate that the whistleblower may have consulted with Schiff before filing his complaint.

Schiff’s obvious bias, his close involvement with the complaint against Trump, and his willingness to lie have destroyed his credibility. The circus in the House surrounding impeachment would not even exist if not for Democrats like Schiff who are determined to go after Trump, no matter how many lies they have to tell.

Polls seem to show that the majority of the American people can see that Trump is being railroaded, although there will always be some that are fooled by liars like Schiff.

No wonder former President Barack Obama reportedly told Joe Biden that he “didn’t have to run” for president. Biden’s candidacy now stands to leave a big stain on Obama’s White House record, even if Obama didn’t know about what was going on, which is unlikely.

And this one was truly desperate: poorly planned from the beginning, and so poorly executed that every one of the conspirators, especially Rep. Adam Schiff (D-CA), CNN’s Chris Cuomo and Jake Tapper, MSNBC’s Rachel Maddow and Lawrence O’Donnell, sound like used car salesman with one day left to hit their monthly quota.

Schiff Busted Lying, Conspiring, Being Even More Pencil Neckier Than Usual
Schiff getting caught lying about his contacts with this phony Deep State “whistleblower” is the least surprising thing about any of this. Of course he was working with the fake whistleblower to fabricate this non-scandal. Of course he lied about it. Of course other Democrats were involved. Of course the establishment media were in on it.

We have not spoken directly with the whistleblower. We would like to. But I’m sure the whistleblower has concerns that he has not been advised, as the law requires, by the Inspector General or the Director of National Intelligence just as to how he is to communicate with Congress.

Schiff did appear to lie here in previously saying that his office had not spoken directly with the whistleblower. But if you care more about this stuff than the actual substance of the whistleblower complaint than you’re being a hack.

For reasons no one should have to explain, the whistleblower rules make it painfully clear you keep the politicians out of this process. But Schiff was brought in early so the complaint would be a bulletproof roadmap for an impeachment hearing.

Hearsay, Hearsay, Hearsay
Everyone is arguing the whistleblower’s complaint is weak because it is all based on second and third-hand information. No, this is exactly wrong.

Schiff,  the media, and the Deep State deliberately went this route because it means witnesses hauled before an impeachment inquiry are immediately put on defense, have to prove a negative, have to prove they did not do or say something without meeting their accuser — the whistleblower.

This is already backfiring, though, because of the things the phony whistleblower got wrong — like who was on the call with Trump and what exactly was said. And this is all thanks to reporting from new media and Trump out-maneuvering his enemies by releasing the transcript of the call in question and the full whistleblower complaint.

Deep State Changed Whistleblower Rules to Get Drumpf
Oddly enough, until recently, a whistleblower complaint required first-hand as opposed to second and third-hand knowledge.

Gee, wonder why those rules were suddenly changed…?

Quid Pro Ah, No
The phony whistleblower told us Trump would threaten Ukraine with the withholding of crucial U.S. aid unless Ukraine agreed to help him politically — which, oddly enough, is exactly what Joe Biden did.

Instead, as the transcript of the phone call proves, it was Ukraine’s president who brought up the issue of corruption and all Trump did was ask him to look into Biden’s threat to withhold U.S. aid if Ukraine refused to fire a prosecutor who was digging into the energy company that hired Biden’s son Hunter for $50,000 a month — a month! — even though Hunter knows nothing about Ukraine or energy.

Quid Pro Uh, Oh
It gets worse! When the call took place, Ukraine was still fully expecting the U.S. to keep sending aid. Even the far-left BuzzFeed has been forced to admit this.

How can there be a threat or quid pro quo when Ukraine thought it was still raining American dollars?

There can’t be, so the whistleblower lied.

We’re told that the victim in all of this is Ukrainian President Volodymyr Zelensky, who was threatened, strong-armed, and blackmailed by Drumpf.

Biden Lies and Lies and Lies and then Lies Again
What the Deep State, the media, and Democrats saw in this whole debacle was a two-fer: 1) get Drumpf and 2) save Biden from the brewing Ukraine scandal involving his rent-seeking son Hunter.

Well, we already know part one has imploded, but somehow part two has imploded even more.

All this failed coup attempt has done is to put a glaring spotlight on Joe and Hunter and Hunter’s $50,000 a month — a month! — salary to sit on the board of a company he knows nothing about in a country he knows nothing about.

And then there is The Video of Dumb Daddy bragging about his successful quid pro quo, his threat to withhold aid from Ukraine if a prosecutor investigating his son’s company was not fired.

And then there’s this 2014 bombshell photograph of then-Vice President Joe golfing with Hunter and a board member of the Ukraine company that hired Hunter for $50,000 a month — a month! — even though Joe assured us just last month he had never-ever-ever-ever “spoken to my son about his overseas business dealings.”

Talk about a backfire.

Just like with the Russia Collusion Hoax, the fake media are using fake news to cover up the fact that this is all a lie, a con, a hoax, a grift…

On top of that hilariously desperate Australia, Australia, Australia thing, there was ABC News lying about an adviser to Ukraine’s president saying the “Biden Issue” was a “precondition” to any phone calls with Trump.

Well, except for the fact that there was no precondition and the source was not an adviser, great work ABC!

And then the far-left Washington Post reported that Trump’s acting Director of National Intelligence threatened to resign over all of this.

Well, except for the fact he didn’t, great work Washington Post!

Watching Jake Tapper melt down and scream lies at Trump supporters is always a dead giveaway that the hoax is unraveling.

THE UKRAINIAN PROSECUTOR WAS NOT INVESTIGATING HUNTER BIDEN’S COMPANY WHEN MY PRECIOUS JOE BIDEN GOT HIM FIRED!!!!

Well, except for the fact that this same prosecutor signed an affidavit under penalty of perjury saying he was investigating Hunter Biden’s company when your precious Joe got him fired,  great work Jakester!
